About Arthur

Arthur offers a relatively unique blend of executive leadership experience in education and skills, in vocational education providers, government and secondary schools.  To this he adds a wide range of leadership roles in public sector and major sporting governance.   He has initiated and led significant transformation in each of these roles, from the development of the strategy through execution to operational implementation and delivery. 

Through this capability of making things happen he has successfully impacted at a system-level nationally, regionally and locally as well as operationally for organisations, learners, Māori, industry and communities.  Among the significant system-level interventions under his leadership were the Vocational Pathways, Trades Academies, Secondary-Tertiary collaboration and a huge lift in NCEA Level 2 achievement.

In his time as Principal of Greymouth High School, his innovations and strategic partnerships led him to recognize the transformative value of vocational education, collaboration and shifting system settings.  This also led to his shift into leadership roles in tertiary education sector and government. 

Arthur’s most recent education leadership role was as Chief Executive of Taratahi Institute of Agriculture, the largest provider of pastoral farming education in Aotearoa New Zealand at the time.  Although he and the team made great progress towards transforming and rescuing a “real learning on real farms” model of vocational education, the system settings and financial viability were a challenge too far.

In 2019 Arthur formed Edubased Solutions Ltd and commenced consulting work in the vocational education and training, senior secondary pathways, secondary-tertiary transitions, and food and fibre workforce and capability development areas.  He has specialized in supporting and advising clients around strategy, business development, pathways, strategic leadership and building strategic collaborations. 


Qualifications / Professional Memberships

Arthur has a Post Graduate Diploma in Arts (History) from the University of Otago and is a graduate  of the Australian New Zealand School of Government Executive Fellows Programme.
